The annual Howard County Boat Float takes place during the Columbia Festival of the Arts. Do you dare construct a boat from
nothing but cardboard and duct tape and race it across Lake Kittamaqundi? Will you stay dry? Will you come in first?
Will you win the Titanic Award?
